About the Job
The Electrical Commissioning Supervisor is responsible for the daily supervision and coordination of electrical commissioning activities on oil and gas projects. The role ensures safe execution of testing, energization and handover of electrical systems in accordance with project specifications, industry standards and safety regulations.
Project Overview
The East African Crude Oil Pipeline (EACOP) project is a Midstream development located onshore in Uganda and Tanzania with an offshore (nearshore) component comprising the Marine Storage and Export Terminal (MST). The project involves the installation and commissioning of facilities for the pipeline transportation, storage and export of crude oil from the Albertine Graben in Uganda to the MST on the coast of Tanzania.
Key Responsibilities
  • Supervise and coordinate daily electrical commissioning activities to ensure adherence to procedures and schedules.
  • Conduct toolbox talks, pre-task risk assessments and ensure safe work practices.
  • Oversee electrical testing including loop checks, continuity tests, insulation resistance tests, functional tests, relay & protection tests and high voltage testing.
  • Ensure safe and controlled energization of electrical systems in line with approved procedures.
  • Troubleshoot and resolve electrical issues and verify equipment calibration and compliance.
  • Enforce safety procedures including LOTO, permit-to-work and hazardous area requirements.
  • Maintain accurate test records, reports and documentation.
  • Manage and develop a team of electrical technicians and contractors.
  • Collaborate with other disciplines to ensure seamless system integration and handover.
HSE Responsibilities
  • Demonstrate personal commitment to Health, Safety and Environment.
  • Comply with and promote HSE policies and procedures.
  • Lead by example and promote a strong safety culture.
 Key Requirements
  • Diploma or Bachelor’s Degree in Electrical Engineering or related field.
  • Minimum 8 years’ experience in electrical commissioning in Oil & Gas, LNG or large EPC projects.
  • At least 4 years in a supervisory role.
  • Strong knowledge of MV & HV systems, switchgear, protection systems, transformers, motors and control systems.
  • Proficient in electrical testing tools and commissioning equipment.
  • Good understanding of IEC, IEEE, NEC, ATEX and industry standards.
  • Strong leadership, communication and problem-solving skills.
  • Physically fit and willing to work in remote locations.
